The U.S. government passed laws to protect the procurement (i.e. acquisition) process from corruption, collusion, bribery, and all sorts of maleficence. For this reason, Title 48 Part 52 of the Code of Federal Regulations, also known as FAR, is a fantastic resource for procurement policies. It contains provisions on bidding, solicitations, awards, and contracts that hold civil and criminal penalties if violated.
